Swivel Hose End
swivel hose to threaded part connection?

I dont quite understand this set up , does the tapered end go into the garden hose end or the straight end go into the garden hose end?

The link you provided showed what appeared to be a
Double Female Rigid Swivel.
This type of item generally has tapered pipe threads on one side
and straight pipe threads with a gasket on the second.
They are used to make the transition between piping and hose systems so that the Hose does not need to twisted during installation.

The tapered pipe connection is made fist and then the
female straight pipe swivel is turned onto the hose’s male
end connection until tight.

This type of connection does not rotate in service!

ALL Garden Hoses in the USA have Garden Hose Thread (GHT).
GHT is a straight thread that seals on a flat gasket.

GHT does NOT in any way directly connect with either
National Standard STRAIGHT Pipe threads (NPSM)
or National Standard TAPERED Pipe threads (NPT)
the common pipe threads used in the USA.

Hence the need for an adapter when trying to connect from a pipe to a garden hose.

The Tapered Female (NPT) end would go on the Tapered Male (NPT) pipe end. NPT requires the use of a thread sealant during assembly for a leak proof seal. The most commonly used thread sealant is Teflon Tape available at any plumbing or hardware store. Once this is properly installed, the Male GHT end of the hose is brought to the Female Swivel GHT on the adapter, then you tighten the swivel nut onto the Male GHT hose end without twisting the hose until the the connection is secure. It WILL NOT turn in service.
